Former Major General Chip Chapman, speaking to Times Radio&#8217;s Frontline programme, described a situation where the Russian dictator&#8217;s forces are failing to meet their stated operational objectives for the year, despite persistent activity along the front.<\/p>\n<p class=\"ds-markdown-paragraph\">Chapman highlighted that Russian objectives for 2026, which include full control of Donetsk Oblast and expanding buffer zones along the border, remain far from realisation. He noted that Russian troops are still positioned near Chasiv Yar, west of Bakhmut, and remain approximately forty kilometres from the next major defensive belt city of Sloviansk. &#8220;This shows that they&#8217;re nowhere near achieving any of their operational objectives for 2026, and that was also for 2025,&#8221; Chapman stated during the broadcast.<\/p>\n<p class=\"ds-markdown-paragraph\">The analysis draws upon recent assessments from the Institute for the Study of War and remarks made by United States Army Secretary Christine Wormouth regarding the &#8220;new iron reality of modern warfare.&#8221; Chapman explained that constant intelligence, surveillance, and reconnaissance capabilities have created a &#8220;silicon based transparency&#8221; on the battlefield. This transparency, he argued, has denied Russian commanders the ability to mass troops for large scale offensives without being detected and struck by Ukrainian mid range fires, which have been targeting logistics hubs, command posts, and oil depots at distances between thirty and one hundred twenty kilometres.<\/p>\n<p class=\"ds-markdown-paragraph\">Discussing the psychological dimension of the conflict, Chapman stated: &#8220;They&#8217;re biting away at the sort of psychological fabric of the Russians particularly those who are in the border regions when the sort of concept of this should not happen is beginning to be manifest.&#8221; He added that while this is unlikely to cause immediate political turbulence due to the authoritarian nature of the Russian state, it indicates an increasing freedom of movement and action for Ukrainian troops.<\/p>\n<p class=\"ds-markdown-paragraph\">Regarding air power, Chapman assessed that Russian forces have never truly achieved air superiority or supremacy akin to American or Israeli capabilities. He described the Russian air defence network as being on &#8220;the horns of a dilemma&#8221; regarding where to position limited assets, a situation Ukrainian forces are exploiting with a combination of fixed wing aviation and drone strikes. This degradation of air defence coverage is providing Ukrainian troops with greater operational flexibility.<\/p>\n<p class=\"ds-markdown-paragraph\">The former British Army Commander characterised the current phase of the ground war as a &#8220;glacial stalemate,&#8221; noting that while Russian forces continue to make grinding, slow gains measured in villages and square kilometres, these advances are not operationally significant. He pointed to Ukrainian tactical counter attacks in the Zaporizhzhia region near the Dnipropetrovsk border, where forces reclaimed approximately four hundred square kilometres of territory in February and March. &#8220;That&#8217;s significant from a morale and very tactical point but it it&#8217;s not operationally significant,&#8221; Chapman clarified.<\/p>\n<p class=\"ds-markdown-paragraph\">A critical metric identified by the analyst is the rate of Russian losses. Citing Ukrainian President Volodymyr Zelensky&#8217;s &#8220;tipping point&#8221; theory, Chapman noted that if Ukrainian forces can consistently eliminate or wound 50,000 Russian soldiers per month, the Kremlin&#8217;s current recruitment model may fail to sustain even defensive operations. Russian losses in March were estimated at 35,351 personnel.<\/p>\n<p class=\"ds-markdown-paragraph\">The discussion also turned to the industrial and economic underpinnings of the conflict. Chapman underscored the importance of the defence industrial base, drawing a historical parallel to the Second World War: &#8220;Everyone would just about agree that the predominant and best tank of the Second World War was the German Tiger tank, but they only made something like 1,300 of them. However, Chapman cautioned against expecting an imminent internal collapse of the Russian regime, citing the Clausewitzian trinity of government, military, and populace. He noted that the elite surrounding the Russian dictator remain loyal, the military has not broken, and the population has not risen up, despite the economic strain.
