{"id":833,"date":"2026-04-22T14:11:22","date_gmt":"2026-04-22T18:11:22","guid":{"rendered":"https:\/\/jakony.com\/frontpage\/?p=833"},"modified":"2026-04-22T14:11:22","modified_gmt":"2026-04-22T18:11:22","slug":"browder-russia-funding-military-at-civilian-expense","status":"publish","type":"post","link":"https:\/\/jakony.com\/frontpage\/video\/browder-russia-funding-military-at-civilian-expense\/","title":{"rendered":"Browder: Russia Funding Military at Civilian Expense"},"content":{"rendered":"<p data-start=\"1167\" data-end=\"1398\"><strong data-start=\"1167\" data-end=\"1181\">(LONDON) &#8211;<\/strong> Russia is facing growing financial strain as it continues its full scale invasion of Ukraine, with the Kremlin likely to prioritise military spending over civilian welfare, according to financier Sir William Browder.<\/p>\n<p data-start=\"1400\" data-end=\"1658\">Speaking to Times Radio\u2019s <em data-start=\"1426\" data-end=\"1437\">Frontline<\/em> programme, Browder said Russia\u2019s economy is already constrained and warned it could move further towards a model similar to North Korea, where state resources are directed almost entirely towards sustaining the military.<\/p>\n<p data-start=\"1660\" data-end=\"1914\">\u201cRussia will be financially constrained, is financially constrained,\u201d he said. \u201cThe question is what they spend what money they have on. It is more likely we see a continued North Korea style model where they fund the military and starve everybody else.\u201d<\/p>\n<p data-start=\"1916\" data-end=\"2185\">Browder argued that official Russian economic statistics are unreliable and present an overly optimistic picture. He cited assessments from Western intelligence, including Sweden\u2019s military intelligence, suggesting that Moscow\u2019s reported figures do not reflect reality.<\/p>\n<p data-start=\"2187\" data-end=\"2386\">He questioned how Russia could sustain economic growth amid declining energy exports, reduced international travel and the departure of large numbers of working age men seeking to avoid mobilisation.<\/p>\n<p data-start=\"2388\" data-end=\"2637\">According to Browder, Ukraine\u2019s strikes on Russian oil infrastructure have compounded the pressure. Ukrainian forces have targeted refineries, terminals and export facilities, reducing Russia\u2019s ability to generate revenue from its key export sector.<\/p>\n<p data-start=\"2639\" data-end=\"2889\">\u201cThese attacks are significantly impacting Russia\u2019s ability to export oil, which is its main source of revenue,\u201d he said, adding that satellite imagery has confirmed damage to facilities including the Tuapse refinery and sites in the Primorsk region.<\/p>\n<p data-start=\"2891\" data-end=\"3139\">Despite mounting economic pressure, Browder cautioned against expecting a rapid collapse. Drawing on his experience during Russia\u2019s 1998 financial crisis, he said the Russian population has historically shown a high tolerance for economic hardship.<\/p>\n<p data-start=\"3141\" data-end=\"3337\">However, he noted that financial constraints could still affect Russia\u2019s ability to sustain its war effort at current levels. Reduced income may force the Kremlin to scale back certain operations.<\/p>\n<p data-start=\"3339\" data-end=\"3604\">Russia\u2019s access to international capital markets remains limited due to sanctions, leaving it reliant on domestic borrowing. Browder said this approach is becoming increasingly difficult to sustain, while potential support from China would likely come at high cost.<\/p>\n<p data-start=\"3606\" data-end=\"3704\">\u201cChina is not going to lend cheaply,\u201d he said. \u201cAny lending would be on very high interest rates.\u201d<\/p>\n<p data-start=\"3706\" data-end=\"3994\">At the same time, European support for Ukraine is set to increase. Browder highlighted the significance of a \u20ac90 billion package, equivalent to approximately $98 billion, expected to be approved by the European Union following political shifts in Hungary, Slovakia and the Czech Republic.<\/p>\n<p data-start=\"3996\" data-end=\"4175\">He described the funding as \u201ccompletely existential\u201d for Ukraine, enabling it to maintain government functions, pay soldiers and continue developing its domestic defence industry.<\/p>\n<p data-start=\"4177\" data-end=\"4374\">Ukraine has demonstrated an ability to defend itself with limited resources, Browder said, pointing to its expanding drone capabilities and effective targeting of Russian forces and infrastructure.<\/p>\n<p data-start=\"4376\" data-end=\"4468\">\u201cIf Ukraine had not received that money, Russia could have regained the advantage,\u201d he said.<\/p>\n<p data-start=\"4470\" data-end=\"4719\">Looking ahead, Browder expects Russia to continue diverting resources towards the war, even at the expense of civilian sectors. He also warned that Moscow is likely to intensify attacks on Ukraine\u2019s energy infrastructure, particularly during winter.<\/p>\n<p data-start=\"4721\" data-end=\"4867\">He suggested that further Ukrainian strikes on Russian oil assets could play a decisive role by cutting off the Kremlin\u2019s access to hard currency.<\/p>\n<p data-start=\"4869\" data-end=\"4988\">\u201cIf they eliminate Russia\u2019s ability to export oil, then the leadership will have to make difficult decisions,\u201d he said.<\/p>\n<p data-start=\"4990\" data-end=\"5266\">Browder also described Russia\u2019s political system as a tightly controlled environment with no room for dissent among elites.
