(JUBA) – South Sudan has seen major growth in internet and mobile phone usage, with new data from the National Communication Authority (NCA) showing significant progress toward digital inclusion.

The number of internet users in the country has grown from 1.3 million in 2024 to 1.9 million in 2025, pushing internet penetration from 12.1% to 15.7% of the estimated 12 million population. At the same time, mobile phone users increased from 3.97 million to 4.47 million.

According to the NCA, this growth has been driven by the rollout of the National Broadband Roadmap, the implementation of the Digital Government Strategy and improved infrastructure, including fibre optic networks and rural wireless connections.

One of the major developments credited for expanding access is the partnership with Starlink, which entered the South Sudanese market in 2024, helping to provide internet services to hard to reach areas.

The Bank of South Sudan also played a key role in advancing digital services by launching the National Instant Payment System in March 2025. This system supports faster financial transactions and lays the foundation for a more efficient digital economy.

In June 2025, the government approved a budget of $9 million (SSP 41.4 billion) for the design of a National Fibre Network aimed at expanding internet access nationwide.

This digital transformation marks a significant leap forward for a country that, prior to independence in 2011, had minimal ICT development.

At the time, telecommunication services were under Sudan’s control, with limited mobile coverage provided by Vivacell, Gemtel, MTN and Zain, all operating under licences from Khartoum.

The recent improvements reflect a shift from basic infrastructure to more advanced services. The NCA highlighted how South Sudan has moved from copper wired telephone exchanges to modern wireless networks and digital solutions.

The increasing affordability of smartphones and wider access to mobile networks have also contributed to the rapid adoption of internet services, particularly among the youth.

Government policies and international partnerships have further encouraged investment in the ICT sector.
