(LAINYA COUNTY) – The Ministry of Mining has launched a crackdown on illegal mining activities in Lainya County, Central Equatoria, following an official inspection led by Hon Dr Matiok Santino Akuei on Wednesday. Senior ministry officials, together with law enforcement officers, confirmed the presence of both artisanal and large-scale unlicensed operations.

The inspection was organised after reports reached the Ministry about widespread unauthorised mining in the area. According to officials, these activities are not only undermining government revenue but also raising concerns over environmental management and local stability.

Dr Akuei stated that the Ministry has opened an investigation and ordered immediate measures to bring the sector in Lainya into compliance. He stressed that the law would be applied to all operators found violating the Mining Act of 2012 and the Mineral Regulation of 2015.

The Ministry of Mining has called on law enforcement bodies, including the National Security Service, Mining Police and the South Sudan People’s Defence Forces (SSPDF), to step up coordination in monitoring and arresting offenders. Section 20 of the Mining Act grants police the power to arrest violators without warrants, making it a strong legal tool against illegal operators.

A press statement from the Ministry emphasised that such enforcement is essential to safeguard national revenue. With South Sudan seeking to expand mining as a key pillar of diversification beyond oil, the Ministry argues that illegal practices threaten not only government finances but also legitimate investment in the industry.

Legal Framework for Mining Regulation in South Sudan

Law / Regulation Provision Purpose
Mining Act (2012), Section 20 Grants police power to arrest offenders without a warrant Ensures immediate enforcement in mining disputes
Mining Act (2012), Subsection 2 Outlines offences related to unlicensed and illegal mining Protects national revenue and licensed operators
Mineral Regulation (2015) Provides detailed procedures for licensing, compliance, and penalties Strengthens accountability in the mining sector
