(MOSCOW) – Fresh questions have emerged over the whereabouts of the Russian dictator Vladimir Putin after a brief Kremlin statement marked his first reported public activity in almost two weeks, failing to reassure the public or dispel speculation about his absence.

According to Russian state media, a statement issued in Putin’s name said he had instructed the prime minister to address water supply problems in the occupied Donetsk region. The announcement was presented as evidence that the Russian leader was active and in control. However, no video footage or public appearance accompanied the statement, which appeared only on official government websites.

Political analyst and Ukrainian soldier Kyrylo Sazonov said the focus of the statement raised further doubts rather than clarity. He noted that severe water shortages in Donetsk and surrounding areas have been ongoing since autumn, following the destruction of key canals and the drying up of reservoirs. Attempts to provide water using tanker trucks have also struggled, particularly as freezing temperatures have caused equipment to fail.

Sazonov said the issue has been widely known for months and questioned why it was suddenly highlighted as a priority. He said that if Putin had genuinely re emerged after an extended absence, he would likely have addressed broader and more urgent political and military issues rather than a long standing local infrastructure problem.

He also pointed to the lack of comment from the Kremlin on several major developments. These include growing tensions with Armenia, reports of potential new Russian military operations in the South Caucasus and Central Asia, relations with the United States, and ongoing attacks on Ukraine. Sazonov said the silence on these matters added to uncertainty over whether the Russian dictator was actively involved in decision making.

According to Sazonov, Putin has not been clearly seen in public since the New Year period. He said the only recent footage believed to show Putin was a short and widely questioned video released around Orthodox Christmas on 7 January, in which he briefly appeared in a church. Since then, there has been no confirmed public engagement.

The analyst suggested that the recent statement may have been intended to calm public concern rather than demonstrate real leadership. He said speculation continues over whether Putin is deliberately avoiding public appearances due to internal political pressures, security concerns, or broader instability within the Russian system.

Sazonov added that developments within Russia itself point to deeper problems. He cited recent discussions in the Russian parliament about financial shortfalls, military staffing issues, and large numbers of men not properly registered for conscription. He said these challenges were acknowledged by officials but not matched with clear solutions.

He concluded that the attempt to re introduce Putin into the public information space through a written statement has only increased uncertainty.
