(JUBA) – The Government of Central Equatoria State has approved a new tax rate for the issuance of yellow fever vaccination cards, a move aimed at covering vaccine costs while tightening controls on illegal documentation, according to an official statement issued in Juba on Wednesday.
The decision was reached during an extra ordinary meeting of the Central Equatoria State Cabinet chaired by Governor Emmanuel Adil Anthony. The Cabinet endorsed a proposal tabled by the State Minister of Health to set the fee for issuing a yellow fever vaccination card at 30 United States dollars, or its local currency equivalent.
At the current market reference rate of 1 United States dollar to 7,100 South Sudanese pounds, the approved fee translates to 213,000 South Sudanese pounds. State officials said the rate is intended to recover the cost of vaccines and support the continuity of public health services.
After deliberations, Cabinet members unanimously approved the new rate and instructed the State Ministry of Health to intensify enforcement against individuals and facilities involved in the illegal issuance of yellow fever vaccination cards. The State Ministry of Finance, Planning and Investment was directed to implement the approved rate with immediate effect.
In his address to the Cabinet, Governor Adil urged ministers to strengthen service delivery across their respective portfolios, stressing the need for improved performance as the state enters the new year. He called for renewed commitment to public service, noting that efficient delivery of basic services remains a priority for the state administration.
The Governor reaffirmed the government’s commitment to improving health services and safeguarding public welfare. He said the revised fee structure is designed to ensure fair pricing for residents while addressing widespread concerns over fraudulent vaccination cards, which pose risks to public health and undermine confidence in official systems.
For South Sudan, where travel requirements and public health compliance are increasingly linked to regional trade, labour mobility and cross border movement, the regulation of vaccination documentation carries both economic and public health significance. Legitimate certification is required for travel within the region, affecting traders, transport operators and workers who regularly cross borders.
