(JUBA) – President Kiir Directs New Army Chief to Reform SSPDF

President Salva Kiir Mayardit has instructed the newly appointed Chief of Defence Forces (CDF), General Dau Aturjong Nyuol, to carry out major reforms in the South Sudan People’s Defence Forces (SSPDF), with the goal of creating a professional, modern and accountable national army.

During the swearing in ceremony held at the State House in Juba on Thursday, President Kiir outlined key tasks for the new army chief. These include the urgent removal of “ghost names” from the army payroll, the improvement of soldiers’ welfare, and strengthening discipline and unity within the armed forces.

“This is a position of great responsibility, and I trust in your ability to serve with loyalty, discipline and vision,” said Kiir. He called on Gen. Dau to prioritise transparency in military management and ensure that resources are directed to active duty personnel.

The President emphasised that the elimination of ghost names would ensure salaries and allowances reach legitimate soldiers.

Kiir also urged the new army chief to ensure steady access to food and fuel supplies for soldiers, promote leadership development and enforce discipline across the force. He said the SSPDF must function as a constitutional force that serves the people and defends national sovereignty.

Another focus area outlined by the President was regional and international cooperation. He called on Gen. Dau to engage with military counterparts across East Africa and beyond to strengthen defence partnerships and share expertise.

In his first public remarks as Chief of Defence Forces, Gen. Dau Aturjong pledged to lead with integrity and commit to constitutional service. He said he would work to restore confidence in the army and protect the rights and security of all South Sudanese citizens.

“I will serve with discipline and loyalty, and uphold the dignity of this institution,” said Gen. Dau.

The country has long struggled with issues of fragmented command structures, unpaid troops and allegations of rights abuses involving armed forces.
