(JUBA) – President Salva Kiir Mayardit has ordered the National Revenue Authority to intensify tax collection and ensure full enforcement of existing tax laws, as the government seeks to strengthen domestic revenue and reduce pressure on public finances.

The directive was issued after a briefing by the Commissioner General of the National Revenue Authority, William Anyuon Kuol, who updated the President on the agency’s performance, capacity, and key challenges affecting revenue mobilisation.

According to the Commissioner General, the Revenue Authority has the institutional capacity to generate sufficient income to cover government salary payments, support routine operations, and contribute to national development projects. He noted, however, that several structural and compliance issues continue to limit actual revenue collection.

One of the main challenges highlighted was the widespread granting of tax exemptions to a limited number of wealthy individuals and corporate entities. These exemptions, he said, have resulted in significant revenue losses for the government, amounting to billions of South Sudanese Pounds.

The Commissioner General also cited weak cooperation from parts of the business community, taxpayers, and some stakeholders. He said this has affected compliance levels and reduced the overall effectiveness of tax administration across the country.

In response, President Kiir stressed the need for stricter enforcement of tax regulations and greater accountability within the revenue system. He called on the Revenue Authority to apply the law fairly and consistently, while also working with businesses and other stakeholders to widen the tax base.

The directive comes as South Sudan continues to face budget constraints, with domestic revenue seen as critical for funding salaries, public services, and infrastructure projects.

A statement by the Press Unit of the Office of the President said improved tax collection and reduced exemptions could help stabilise government finances and support economic growth.
