(JUBA) – Mobile App Emerges as Key Tool in South Sudan’s Peace and Security Efforts
South Sudan is increasingly turning to digital solutions to manage conflict and improve community security, with a locally developed mobile application known as AlertME now being used as an early warning system in several regions.
The application allows citizens to report security threats, cattle raids, border tensions or community disputes in real time, sending immediate alerts to local authorities, peace monitors and humanitarian responders. The system is designed to bridge the communication gap between rural communities and institutions responsible for response and mediation.
Unlike traditional reporting methods which often relied on word of mouth or delayed radio broadcasts, the app enables instant coordination. Community members can submit reports through simple prompts without needing advanced digital literacy, making it accessible even in remote areas with limited connectivity.
Although technology led peacebuilding is still uncommon in much of Africa, South Sudan’s adoption of mobile-based early warning tools is attracting interest from development agencies and investors who see digital infrastructure as a cost-effective way to prevent violent escalation before it spreads.
Security analysts say that rapid information sharing reduces response time and helps government and humanitarian partners prioritise high risk areas. The app is also helping to map patterns of conflict, which could inform future investment in roads, police deployment, and commercial infrastructure.
A number of peace monitors in Warrap, Lakes, Jonglei and Central Equatoria have already integrated the AlertME platform into local security meetings, where reports from villages are reviewed alongside market data and migration movements.
Mobile penetration in South Sudan has grown steadily in recent years, driven by the expansion of telecom networks in state capitals such as Wau, Bor and Torit. With basic smartphones now available for an average of 71,000 SSP (around 10 US Dollars), digital tools are becoming more accessible even to farmers, traders and cattle keepers.
Peacebuilding organisations are now exploring ways to link digital early warning systems to commercial services, including insurance for traders, weather information for farmers and logistics updates for transporters.
Experts believe that improved communication reduces not only conflict but also financial risk. Many business owners in border towns like Nimule and Kaya say that rumours of insecurity, even when false, often lead to empty markets and transport delays. A reliable information system could therefore boost trade flows between South Sudan and Uganda or Sudan.
While the AlertME platform is currently supported by development partners, local ICT entrepreneurs are calling for more public and private sector collaboration. They argue that digital peacebuilding tools should be integrated into national telecom policy and included in future infrastructure budgets.
The success of the platform will depend on whether reports lead to visible action. Communities are more likely to keep reporting if they see police, chiefs or peace monitors responding within hours rather than days.
