(JUBA COUNTY) – The Bank of South Sudan (BOSS) has invited qualified individual consultants to express interest in a four month assignment aimed at strengthening the institution’s Risk Management Framework. The consultancy is part of a broader plan to align risk oversight with the Central Bank’s current Strategic Plan and improve resilience in the country’s fragile financial sector.
The project, managed by BOSS’s Risk and Compliance Department, will involve a comprehensive review and revision of the bank’s risk governance structure. The selected consultant is expected to design a modernised risk management guideline, create a departmental Risk Charter, and enhance the bank’s ability to respond to emerging threats through the development of a business continuity management system and business continuity plan.
Additional responsibilities include conducting both qualitative and quantitative risk assessments, reviewing current risk policies and procedures, identifying key risk indicators (KRIs) and risk appetite levels, and proposing mitigation strategies. The consultant will also train staff on risk awareness and prepare detailed reports and presentations for the bank’s senior leadership.
The consultancy is planned for a period of four months and will be financed by the Bank of South Sudan. According to the request for expression of interest (REOI), eligible consultants must have a master’s degree in a relevant field such as banking, finance, business or public administration. Additional professional certifications—such as CRISC, FRM, ERM, or ISO 31000—are also required.
Applicants must demonstrate at least ten years of experience in risk management, preferably within central banking or similar financial institutions. Experience in drafting risk policies, creating business continuity frameworks, developing departmental charters, and delivering stakeholder training is considered essential. Strong communication and facilitation skills are also necessary to ensure effective engagement with BOSS teams and successful project delivery within the set timelines.
