(BELGOROD AND BRYANSK OBLASTS, RUSSIA) – Ukrainian High Mobility Artillery Rocket Systems are reported to have struck energy infrastructure in Belgorod Oblast, causing power outages and further disruption in Russia’s border regions.

Regional authorities in Belgorod said precision strikes hit the Luch Combined Heat and Power Plant and the Frunzenskaya electrical substation. Electricity and heating were cut to parts of the city and nearby districts. Emergency crews are assessing the damage and working to restore services after the reported attack on critical infrastructure. Early information indicates there was no complete regional blackout, but localised outages have been confirmed.

The reported strikes form part of a wider pattern of Ukrainian operations targeting Russian rear infrastructure. On the same day, officials in neighbouring Bryansk Oblast reported a large drone offensive by Ukrainian forces. The regional governor described it as the most powerful since the start of the full scale invasion.

Energy facilities and power supply nodes in several municipal districts in Bryansk were damaged. Temporary losses of heating and electricity were reported before backup systems were activated and repairs began. Russian air defences claimed that more than 229 unmanned aerial vehicles were destroyed during a 12 hour period.

Vyacheslav Gladkov, governor of Belgorod Oblast, said emergency services are still confirming the full extent of the damage. Video circulated on local Telegram channels appeared to show the moment of impact at power facilities, with smoke and flames visible. Authorities have issued guidance to residents regarding repair work and temporary service interruptions.

The reported HIMARS strikes are part of Ukraine’s broader campaign against Russian energy systems and logistical hubs inside Russian territory. Similar operations in recent months have led to blackouts and interruptions to heating and water supplies in Belgorod and other border regions during winter.

Ukrainian officials have not formally commented on the reported strikes. Russian authorities describe such attacks as targeting civilian infrastructure, while Kyiv states that the facilities are dual use sites supporting Moscow’s war effort.

Belgorod has experienced repeated power cuts in recent months. Previous attacks on thermal power plants and substations resulted in prolonged losses of electricity, heating and water for large numbers of residents. Both Belgorod and Bryansk Oblasts border Ukraine and have faced regular long range strikes involving drones, missiles and artillery systems since the start of the invasion ordered by the Russian dictator Vladimir Putin.
