(JUBA) – The Governor of Central Equatoria State has issued an immediate order halting unauthorised land demarcation and residential plot allocation along two major roads in Juba. The order, released on 7 July 2025, was made in response to reports that individuals were being allocated sections of these roads for residential use, an action deemed illegal by the State Government.
The roads in question include Road-40, also known as Sharia Arrbeyin, which runs east to west through Jopa, linking Blocks 3, 4, 6 and 7 to Gurei. The second is a road in Gudele West, located behind the Kuburi Haboba bridge, running east to west towards Mary Queen Church.
According to the official press release from the Office of the Press Secretary, these activities were not authorised or sanctioned by the Governor or any relevant state authorities. The Governor, H.E. Lt. Gen. Rabi Mujung Emmanuel, has taken strong exception to the illegal demarcation of these public roads, which are meant for public use and infrastructure access.
In direct response to these developments, Governor Emmanuel has instructed the Commissioner of Juba County to halt all ongoing demarcation and land allocation activities in the affected areas without delay. The directive emphasises that the roads must be preserved exclusively for their designated public functions and cannot be converted for residential or private use.
The official notice calls for the protection of these roadways from unauthorised encroachment and reaffirms the State Government’s commitment to maintaining order and public infrastructure in the capital city.
It further urges any affected individuals to seek clarification or report concerns to the Office of the Commissioner of Juba County for appropriate follow-up and resolution.
