(JUBA) – The South Sudan Revenue Authority, in partnership with the African Tax Administration Forum, is advancing major reforms to improve the country’s tax dispute resolution system. The initiative aims to introduce a comprehensive Alternative Dispute Resolution framework and establish a national Tax Appeals Tribunal.
SSRA officials report that the ADR framework is now 70 percent complete, while the proposal for the Tax Appeals Tribunal has reached 60 percent. ATAF continues to provide technical support to finalise both efforts.
The third ATAF Technical Assistance Mission began in Juba on 24 November 2025 and will continue until 28 November. During a briefing at SSRA headquarters, ADR expert Matthew Mugabi, seconded by ATAF, outlined the remaining tasks. These include finalising the draft Tax Procedures Bill, the Tax Procedures (ADR) Regulations, the Tax Appeals Tribunal Act, and the Tribunal’s procedural rules. Mugabi noted that he has been working closely with SSRA under ATAF’s Peer-to-Peer Model.
Commissioner-General William Anyuon Kuol, recently appointed to lead SSRA, praised the progress made under the previous administration and confirmed his commitment to advancing the reforms. “There’s a strong team taking this plan, and we will pick up from what the former commissioner general has done and advance it,” he said.
Senior SSRA officials attending the briefing included Morris Madut, Commissioner for Strategy, Research and Planning; Noel Lejukole, Deputy Commissioner for Legal and Board Affairs; and Simon Wani Kuyu, Assistant Commissioner for Corporate Planning.
Officials say these reforms are expected to create a fairer and more predictable system for resolving tax disputes. The measures are seen as essential for increasing investor confidence, improving compliance, and strengthening South Sudan’s non-oil revenue collection.
