(NAIROBI, KENYA) – Two police officers allegedly responsible for the fatal shooting of a 20 year old man in the Mukuru Kwa Njenga residential area have been ordered to remain in custody for 14 days. Sergeant Godwin Mjomba and Constable Patrick Mutunga Titus appeared before the Milimani Law Courts on Monday, where Senior Principal Magistrate Carolyne Nyaguthii Mugo directed that they be held at Capital Hill Police Station until 26 January 2026.
The magistrate noted that the killing of Shukri Adan Ibrahim Issaka on 11 January 2026 caused significant public outrage, leading to widespread protests and the destruction of property. The court granted the request from the Independent Policing Oversight Authority (IPOA) for further detention, agreeing that a thorough investigation is necessary to determine why the young man was killed in such a brutal manner.
Abdirahaman Jibril, the IPOA Deputy Director of Investigations, informed the court of alleged attempts by police officers from the Villa Police Station in Embakasi to cover up the circumstances of the death. The shooting occurred at the MCC area at approximately 06:10 am.
The court heard that prior to the incident, Mr Issaka was in the company of two friends, Wycliffe Nyakwama and Festus Mutinda. The group was transporting a Toyota Fielder to an individual in the Imara Daima neighbourhood. During the journey, the vehicle was involved in a minor collision with a public service vehicle, known locally as a matatu, which resulted in a roadside dispute.
According to the prosecution, the two police officers arrived at the scene and ordered Mr Issaka and his companions to lie on the ground. It is alleged that while the victim was complying with the order, he was shot in the head and died instantly. Following the incident, members of the public moved the body to a local mosque for prayers before a post mortem was conducted and the remains were buried.
IPOA investigators had initially requested a 21 day detention period to record witness statements and conduct psychiatric evaluations to determine if the suspects are fit to stand trial for murder. Although the officers opposed the application by claiming they had been cooperative, the magistrate insisted on a 14 day remand period to allow for the completion of the investigation. The case is scheduled for mention on 26 January 2026 for further directions.
