(Ulang, Upper Nile State) – Authorities in Ulang County have officially invited humanitarian organisations to resume operations, signalling a renewed commitment to stability and cooperation.

Clearance letters have been issued to the United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA) and several non governmental organisations (NGOs), asking them to return without fear or delay.

The appeal is supported by both the Ulang County Executive Office and the County Relief and Rehabilitation Commission (RRC). It encourages all aid agencies to continue providing much needed assistance to communities affected by years of conflict, displacement, and humanitarian hardship.

Speaking on behalf of the county’s leadership, Ulang County Commissioner Hon. Gen. Justin Nhial Batoang expressed his gratitude for the contributions made by humanitarian partners in the past. He assured NGOs and UN agencies that the county would provide a secure and enabling environment for their work.

“The leadership of Ulang County is ready to work hand in hand with all community members and partners who prioritise the interests of the people over political divisions,” Commissioner Batoang said. He emphasised that Ulang belongs to all citizens, regardless of their political affiliations.

In a message of peace and reconciliation, the Commissioner called on all residents to uphold the cultural values of the Bulbek community, which have long promoted coexistence, unity, and mutual respect.

“Let us respect our Bulbek values. Those norms have sustained us as a people for generations. Peace lovers are always blessed by God, more than those who believe in revenge,” he added.

This invitation comes at a time when there is growing stability in parts of Upper Nile State. Local leadership is taking steps to rebuild trust with humanitarian agencies after periods of disrupted operations due to security concerns.

Residents of Ulang County have responded positively to the announcement, expressing hope that the return of aid organisations will help alleviate ongoing challenges, including food insecurity, poor healthcare access and displacement related suffering.

Several humanitarian actors are already evaluating the current situation in Ulang, with many showing optimism about resuming life saving services. Some agencies have indicated plans to return soon, depending on assessments of logistical conditions and security guarantees.
