(JUBA) – Revenue Authority Launches Staff Skills Boost to Strengthen National Revenue
The Commissioner General of the South Sudan Revenue Authority (SSRA), Hon. William Anyuon Kuol, has pledged to enhance the skills of revenue officers and staff to improve the country’s revenue collection.
Anyuon made the statement during an inspection visit to the South Sudan Institute of Revenue Administration (SSIRA) along the Juba–YEI road on Tuesday. He praised the institute’s expanding capacity and stressed its importance in supporting ongoing reforms in revenue management.
He said the institute is ready to provide professional training to South Sudanese and other East Africans in taxation and customs administration.
“We are ready to give essential training to our people—the people who are ready to collect taxes from South Sudan and the business community,” Anyuon said.
He added that recruits to the SSRA will undergo one, three, or four years of training depending on the programme, ensuring staff are well prepared rather than inexperienced.
According to Anyuon, building a skilled workforce is central to advancing South Sudan’s economic growth and closing gaps in revenue collection.
Stephen Analo, Principal of SSIRA, confirmed that the institute has finalised major preparations for its training programmes. He said SSIRA has developed ten curricula, including certificate courses in customs and tax administration. More than 25 trainers are currently preparing materials for rollout next year.
Analo added that SSIRA is designing a graduate training programme to provide one to two years of practical and theoretical training for newly employed officers before deployment in the field. Entry-level certificate programmes will target those with secondary education, while advanced postgraduate diplomas, developed with the African Tax Forum, are expected to launch by 2027.
He further noted that SSIRA intends to seek both national and international accreditation to ensure that its qualifications are formally recognised.
The institute, funded by the African Development Fund, was launched in July 2025. It aims to strengthen tax administration, improve compliance, and explore new revenue streams to enhance domestic revenue mobilisation.
