(JUBA) – The Central Equatoria State Cabinet has discussed a proposal to develop a Strategic Land Management System aimed at improving the management of public land and government houses across the state. The discussion took place during an ordinary sitting held on 11 December 2025 in Juba.
The memo was presented by the Minister of Housing, Land and Public Utilities, Hon David Morbe. The Minister said the proposed system would help the state carry out a full review and assessment of all public land and government owned properties. He stressed that better control and updated records are important for planning, housing development and future investment decisions.
The meeting was chaired by Governor Emmanuel Adil Anthony, who guided the Cabinet through a detailed deliberation on the memo. Cabinet members provided inputs on how the system could be improved to support efficient land administration and also ensure transparency.
The Cabinet then directed the Minister to include the amendments and recommendations made during the discussion. The memo was deferred to the next Cabinet sitting for further review after the changes are made.
In his communication as chair, Governor Emmanuel thanked the Ministers for their contributions. He encouraged them to continue strengthening their work so that the state ministries remain effective and able to meet the needs of the public.
The proposed Strategic Land Management System is expected to help the state establish a more organised land registry, support real estate planning, and improve clarity on public land ownership. The Government of Central Equatoria has said stronger land administration is important for economic growth, urban planning and attracting private investment into the state.
