(BRUSSELS, BELGIUM) – The countries of the European Union have agreed to provide Ukraine with 90 billion euros, equivalent to approximately 105.5 billion US dollars, in financial support for the period covering 2026 and 2027, according to a statement by the President of the European Council, António Costa, on 19 December 2025.

António Costa announced that EU leaders had reached a collective decision to approve the funding package, describing it as a fulfilment of commitments made to Ukraine. He did not provide specific details on how the funding would be sourced or distributed, but confirmed that the agreement had been finalised at the political level.

The decision was taken during discussions among EU leaders focused on ensuring predictable and stable financial support for Ukraine as it continues to face high defence costs, infrastructure damage, and budgetary pressure caused by Russia’s ongoing war. European officials have repeatedly stressed that long term support is essential for Ukraine’s economic stability and its ability to sustain basic state functions.

Earlier statements from EU leadership indicated that a financing decision would be reached before the close of the summit. European Commission President Ursula von der Leyen had also signalled that EU leaders were determined to leave the meeting with a clear agreement on funding Ukraine for the next two years.

While the precise structure of the 90 billion euro package has not yet been outlined publicly, EU officials have previously discussed a mix of loans and budget backed instruments designed to spread the financial burden among member states. Some countries have expressed reservations about direct contributions but have not blocked collective EU action.

The funding package is expected to help Ukraine cover essential government spending, including public services, social support, and defence related needs, as the country continues to resist Russian military aggression under the leadership of Russian dictator Vladimir Putin.

EU leaders reiterated that their political and financial support for Ukraine would continue for as long as necessary, linking future discussions on frozen Russian assets and reconstruction financing to the eventual end of the war and accountability for the damage caused.
